The African Union Development Agency invites applicants who are citizens of African Union Member States for the post of Programme Officer African Health Security Manufacturing Initiative.
Under the supervision of the Senior Programme Officer, the Programme Officer will support the planning, coordination, and implementation of the African Health Security Manufacturing Initiative (AHSMI), a strategic partnership between AUDA-NEPAD and Unitaid aimed at strengthening Africa's pharmaceutical manufacturing ecosystem to advance health security and equitable access to quality health products. Reporting to the Senior Programme Officer, the incumbent will contribute to the delivery of project activities by providing technical, analytical, and coordination support across all project outputs.
Required Skills and Competencies
- Sound knowledge of programme and project management principles, with the ability to support the planning, implementation, monitoring, and reporting of multi-stakeholder programmes.
- Strong analytical and problem-solving skills, with the ability to collect, analyse, and synthesise technical information, market intelligence, and policy data into clear reports and recommendations.
- Good stakeholder engagement and interpersonal skills, with the ability to build and maintain effective working relationships with governments, Regional Economic Communities (RECs), development partners, industry stakeholders, and other relevant institutions.
- Excellent written and oral communication skills, including the ability to prepare technical reports, policy briefs, presentations, meeting documentation, and other knowledge products.
- Good understanding of pharmaceutical manufacturing, health systems, regulatory environments, Good Manufacturing Practice (GMP), and continental health and industrialisation initiatives within the African context.
- Knowledge of results-based management, project monitoring and evaluation, performance reporting, and risk management principles.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and experience using digital collaboration, project management, and data visualisation tools.
- Ability to work independently and collaboratively in a multicultural and multidisciplinary environment, manage multiple priorities, and deliver high-quality outputs within established deadlines.
Education and Experience:
Candidates must have a minimum of a Master’s Degree in Pharmacy, Pharmaceutical Sciences, Public Health, Health Sciences, Life Sciences, Health Economics, Health Policy and at least two (2) years of progressive experience in pharmaceutical manufacturing, public health, health systems strengthening, pharmaceutical policy, health programme implementation within an international, regional or national organisation.
Or
A Bachelor's degree in Pharmacy, Pharmaceutical Sciences, Public Health, Health Sciences, Life Sciences, Health Economics, Health Policy and at least four (4) years of progressive experience in pharmaceutical manufacturing, public health, health systems strengthening, pharmaceutical policy, health programme implementation within an international, regional or national organisation
Experience:
- Experience in the implementation of health or pharmaceutical manufacturing programmes involving multiple stakeholders, including governments, development partners, the private sector, or regional institutions, is required.
- Experience in conducting research, policy analysis, evidence generation, market intelligence, or preparing technical reports and knowledge products related to health systems or pharmaceutical manufacturing is desirable.
- Experience working with African Union institutions, Regional Economic Communities (RECs), international organizations, development partners, or regional health initiatives.
- Knowledge of pharmaceutical manufacturing, regulatory systems, Good Manufacturing Practice (GMP), access to medicines, or health product supply chains within the African context.
- Experience in stakeholder engagement, policy dialogues, technical consultations, workshops, and capacity-building activities.
- Experience in project planning, monitoring, reporting, and coordinating consultants or implementing partners.

Remuneration:
Indicative basic salary of US$35,044.83 per annum plus other entitlements e.g., Post Adjustment (57% of basic salary), Housing allowance ($21,832.88 per annum), gratuity (15% of gross salary) in conformity with the rules and procedures applicable to internationally recruited staff of the African Union.
